BIOGRAPHY

Curtis Brown has over 20 years of leadership in public safety, homeland security, and emergency management, he has led strategic planning, policy development, continuity planning, and modernization efforts through continuous improvement at all levels of government. As State Coordinator (Director) of the Virginia Department of Emergency Management, he guided the agency through its busiest operational period, overseeing responses to COVID-19, hurricanes, floods, and major events. His career also includes service as Virginia’s Deputy Secretary of Public Safety and Homeland Security and as professional staff on the U.S. House Committee on Homeland Security, where he oversaw federal disaster programs. Curtis has participated in dozens of exercises and directly supported the design and facilitation of large-scale exercises and training programs, developed operational guidance and outreach frameworks to advance whole-community preparedness, and served as a subject matter expert in resilience strategy for communities with limited resources and capacity. Curtis is an experienced homeland security and emergency management instructor, facilitator, course/curriculum designer, and trainer with experience in adult education and leadership programs at Virginia Commonwealth University, FEMA’s National Disaster and Emergency Management University, Naval Postgraduate School, and University of Southern California.
