Davis’ teaching interest is in courses pertaining to public policy, local government administration, administrative law, and politics.


Evaluate and analyze public policies from a law and economics perspective using a case study approach; political decision making; and local government leadership and management.


Scott Davis has over 15 years of experience in local government and higher education. He began his career as a police officer with the City of Colonial Heights, Virginia. Since this time, he has served as Chief of Police and Director of Advancement and Alumni Relations at Richard Bland College, and served on the Colonial Heights City Council from January 2007 to January 2015 during which time was elected by the Council as Mayor in 2009, 2011, and 2013. He currently serves as the Director of Planning and Community Development for the City of Colonial Heights.
